There is no mandated template for emergency management plans. The preparer of the plan is at liberty to decide and create its own template.
Best practice is for the plan’s table of contents to reflect and align with the headings and order of the SEMP, including sections on mitigation, planning, preparation, response (including relief) and recovery.
The preparing agency should apply for an International Standard Book Number (External link) (ISBN) for the sub-plan through the Victorian Government Library Service (External link) (VGLS).
Municipal Emergency Management Plan
Advisory material for the development of a Municipal Emergency Management Plan (MEMP) is available.
This document is not mandatory guidance, nor is it a MEMP template. This document is prepared to provide optional wording and structure that the Municipal Emergency Management Planning Committee may choose to use whilst refining its existing MEMP under the new framework.
