The legislated functions of those with a role in the EM Act 2013 as it relates to emergency management plans are as follows.
State Emergency Management Plan
State Crisis and Resilience Council
The State Crisis and Resilience Council is to consider the State Emergency Management Plan (SEMP) for approval.
Emergency Management Commissioner
The Emergency Management Commissioner (EMC) is responsible for the preparation and review of the SEMP.
Regional Emergency Management Plan
Emergency Management Commissioner
The EMC is to consider any Regional Emergency Management Plan (REMP) for approval.
Regional Emergency Management Planning Committees
Regional Emergency Management Planning Committees are to:
- be responsible for the preparation and review of its REMP
- ensure that its REMP is consistent with the SEMP
- provide reports or recommendations to the EMC in relation to any matter that affects, or may affect, emergency management planning in that region
- share information with the EMC, other REMPCs and Municipal Emergency Management Planning Committees (MEMPCs) to assist effective emergency management planning in accordance with Part 6A
- consult other REMPCs to assist effective emergency management planning in accordance with Part 6A.
Municipal Emergency Management Plan
Regional Emergency Management Planning Committees
REMPCs are to:
- consider any Municipal Emergency Management Plan (MEMP) submitted by a MEMPC for approval
- provide guidance to MEMPC operating in the region in relation to compliance with the requirements of Parts 6 and 6A.
Municipal Emergency Management Planning Committees
The MEMPCs is to:
- be responsible for the preparation and review of its municipal emergency management plan
- ensure that its municipal emergency management plan is consistent with the state emergency management plan and the relevant REMP.
Community Emergency Management Plans
Under Section 32(1)(ma) of the Emergency Management Act 2013 (External link), the EMC may issue guidelines in relation to Community Emergency Management Plans. The EMC has not yet exercised this legislated function.
