Plans prepared outside Part 6A of the Emergency Management Act 2013 (External link) (EM Act 2013) are referred to as complementary plans.
Complementary plans are often prepared under their own specific statutory requirements, governance arrangements, and authorising environment. They are not subject to the consultation, approval, and assurance requirements of the EM Act 2013. However, plans prepared under the EM Act 2013 may refer to complementary plans where relevant to outline a comprehensive, coordinated, and integrated set or arrangements for emergency management.
Complementary plans are generally developed by a relevant agency or organisation for an explicit purpose, and are often prepared under specific statutory requirements, governance arrangements, and authorising environment.
Agencies that prepare complementary plans should develop them in a way that is:
- harmonious to other emergency management plans
- focus on promoting an integrated approach to planning.
